LAWS OF THE SPORT OF BOWLS –AS OF 1 JANUARY 2011: 21 m & Keep the Mat

Advice has been provided by Bowls Australia that the recent amendments to the Laws of the Sport of Bowls, as determined by World Bowls at their meeting in Delhi in October, will be implemented in Australia as of 1 January 2011. World Bowls required that each nation implement the changes as of one date in their country, perhaps 1 January or 1 April 2011. Bowls Australia determined that 1 January would be the date in Australia. This will mean implementing changes to the laws during pennant and other championships which have commenced during 2010.

The two law changes which potentially impact the most on the game (‘giving the mat away’ and ‘21m v 23m’) were overwhelmingly requested by the club bowler in the review process and it would be remiss of Bowls Australia not to implement the changes as soon as possible. That is, the ruling on giving the mat away will be replaced by the requirement that the winning side after each end will keep the mat; and the minimum length in Australia will revert to 21 metres (not 23 metres) BUT not until 1 January 2011. There are 2 further rules that are interesting:
1. Marking the scorecard will be undertaken by the Skip instead of the Second in Pairs, Triples and Fours (and cannot be delegated)
2. The documented set of Laws will now be produced in "number" order instead of "dot-point" order to avoid confusion when describing or referencing rules.

New law books will be delivered to each State and Territory after December 17, 2010 and will be available for purchase shortly after from the State / Territory Associations and Bowls Australia.

More guidance will follow in relation to the changeover (e.g., marking of greens) which needs to occur as of 1 January 2011.
